Norma Hall has 35 years experience in South Carolina state government and 23 years experience as an Instructor for Governmental Purchasing. She served as the National Institute of Governmental Purchasing, Inc. (NIGP) President in 2005-2006, served on its Board of Directors from 1999-2007, and holds an NIGP master instructor designation. She is the current Chair of the Universal Public Purchasing Certification Council (UPPCC) and has served in many capacities for other procurement organizations. She earned CPPB and CPPO certifications from UPPCC and is a Certified Public Manager (CPM). In August 2009, Norma was awarded the Albert H. Hall Memorial Award by NIGP. This is the highest honor and award given by NIGP for Contributions and Service to the Public Procurement Profession and its recipients are designated as a Fellow of NIGP (FNIGP).
