Richard Hopf is Vice
President for Knowledge and Practice Management
at Acquisition Solutions, a Virginia based
consulting firm that specializes in assisting
public organizations. He leads a team
responsible for the development, maintenance,
and management of Acquisition Solutions’
portfolio of professional practice areas, as
well as directing the company’s internal
knowledge management discipline. During his
30-plus years in federal contracting, Mr. Hopf
managed acquisition organizations responsible
for both government and agency-wide policies,
including the Federal Acquisition Regulation, as
well as the conduct of multi-billion dollar
acquisitions. He retired from public service as
the Senior Procurement Executive at the
Department of Energy. Previously, he served as
Associate Administrator and Senior Procurement
Executive of the General Services
Administration.
Mr. Hopf also served as Commissioner of GSA’s
Information Resources Management Service and
DOE’s Director of Management and Administration.
Mr. Hopf holds both Juris
Doctorate as well as Master of Laws degrees, the
latter with a specialization in government
contracts. Mr. Hopf is the recipient of 6
Presidential and Meritorious Service Awards, as
well as 4 Vice Presidential Awards for
procurement reform.
