eVA Wins National Recognition

“Virginia state government spends more than $4 billion every year,” said Governor Warner. “The eVA system is increasingly helping us spend those dollars more wisely and effectively, using one of the basic technological tools of the 21st century.”"

This fourth annual awards presentation recognized best practices in digital government and higher education. The Digital Government Award recipients were selected from nearly 200 nominations from across the United States. The awards were presented in federal, state, local government, and higher education categories to honor best practices in existing services delivered via the Internet.

"“This year’s winners are to be congratulated for truly distinguishing themselves in the toughest competition since the inception of this awards program,” said Stanley J. Gutkowski, managing partner of Accenture USA Government. “We were overwhelmed by the dramatic increase in participation this year, which we believe is a strong indicator that leadership and innovation in digital government is alive and well.”"

For years, Virginia’s disparate systems for purchasing goods and services, and manual purchasing processes hindered the Commonwealth’s ability to get the best value for its money. Recognizing the need for a more efficient approach, the Commonwealth rolled out eVA, a Web-based procurement solution that supports Virginia’s decentralized purchasing environment. By allowing state agencies, local government, and higher education institutions to share information, and opening bidding to a broader spectrum of vendors, eVA is increasing competition and fostering more effective negotiations.

Nominations were viewed and judged online by a panel of leaders in academia, government, and other organizations. Awards for each category are based on the degree of creative thinking and the innovative use of Web-enabled technology used to create or enhance service delivery; the extent to which the nomination successfully addresses a significant problem faced by the users or the organization; the level of transformation; and demonstrated effectiveness and tangible results achieved in the delivery of the program or service.
